I was not able to start existing Android emulator last week.
It happened after I ran a very old version of Android Studio alongside the current stable version.
As you would, I tried creating a new emulator.
I was presented with an error message below and not able to continue creating one.

I managed to solve this issue by doing the following steps.
- Go to Android SDK in Preferences
- Go to SDK Tools tab on the right pane
- Uncheck Android Emulator, hit the Apply button at the bottom
- Check Android Emulator, hit the OK button at the bottom
